Solution:

$o=17 \ \text{cm} \ \\ a=o/4=17/4=\dfrac{ 17 }{ 4 }=4.25 \ \text{cm} \ \\ \ \\ S=a^2=4.25^2=\dfrac{ 289 }{ 16 }=18.0625=18.063 \ \text{cm}^2$
